So, I bought the PHB on here, and then went ahead and purchased a sub that would allow me to share my unlocked content with my campaign, the question I have is do I have to be the DM of a campaign in order to do so or just an active player in it?
It's actually just that someone with the master tier subscription needs to activate content sharing. They don't need to be the DM or the person with the content unlocked.
So how do I activate content sharing as a player in a campaign? I have the master tier subscription and the legendary bundle, in the one game I run, everyone can see my books but in the game I play in, no one has access to them and the DM doesn’t have the content sharing option in the upper left corner of the campaign.

You, the owner of the Master Tier, must go on the campaign page and enable the sharing on the upper left corner of the page.

Both a DM and a player can activate the content sharing.
