Yup, that's is correct :) I worded my reply possibly a bit less clear than I wanted, but that's what I meant: I would not consider Action Surge an exception because it does allow that by default, granting an additional action, while the extra attack specifically grants an extra weapon attack when using the Attack action.
Were there another version of Extra Attack feature that grants "an additional use of any action that deals direct damage" (or something along those lines), that I would personally consider to be an exception to the normal use of Extra Attack, and could be used to either make a weapon attack, or cast a damaging spell.
