Looking to start DM'ing, but none of my friends have any books or knowledge about dnd.

No. They generally send an email out in the wwk running up to the sale. I don't know when the next sale would be due.
When you buy products, what you pay for them is deducted from any bundles etc that they are part. So if you spend $100 now on books, that bundle will be $700 afterwards. You don't lose out by buying products individually. Sales are only a long term benefit if you are only ever going to buy just that one product. So if that's your concern, just buy what you need now and buy the bundle when the cash comes in or they do a bundle sale.
It should be noted that DDB was recently taken over by WotC, which means things may change. We haven't had a sale yet with them - and whole that is not necessarily indicative of anything at all, we can't guarantee that there will be sales either.

They generally do not announce sales in advance. If you are really want that info, then you want to subscribe to Beyond's emails. I believe emails might give you a one or two day advance notice on sales compared to the blue banner at the top of the site that will only notify you of current sales.
If you really want to purchase the Legendary Bundle and own everything, I recommend waiting for Thanksgiving or Christmas and purchase it then, as sales during those times will apply to bundles. If you really want the preorder perks, then purchase the preorder stuff now and then purchase the rest of the bundle during the holidays.
If you GMing for a group of new players, I do NOT recommend giving them any additional content besides the free content in Basic Rules/SRD, EEPC, and maybe Critical Role homebrew by Matt Mercer if you allow it. You do not want to overwhelm them with options and information overload. I agree character customization is fun, but they will be paralyzed with so many options and take ages to decide. After they have a campaign or two under their belts, then I would open up the options.
