As far as I can see "Chain Lightning" is the only targeted changing type spell.(Fire Storm doesn't count)
Are there others I didn't see?
Also why so few?
What are your thoughts on changing spells vs aoe spells?
There's also Chaos Bolt and Green-Flame Blade off the top of my head.

Some of the spells that can affect additional targets when upcast are like this: eg, Command.
