Since my severed limb is considered alive and it can moving and he my spider climb ability, does it have my flying speed since it is still apart of me mentally?
Your severed limb is not considered alive. It is not part of you mentally any more than it's a part of you physically.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
Unless you're some kind of homebrew undead race, a limb that is no longer attached to you is dead and therefore incapable of doing anything.
