Just because something is hundreds of years old doesn't preclude it from the fact that it could be much older, it just is saying that the very toung looking creature is probably much older than it looks
Elves are considered adults at 100, and elves look to be in their prime until very late in life. Most Elven adventurers are already 200+ years old. There isn't something special about Elves being hundreds of years old, but Elves being thousands of years old would be noteworthy. If the sentence is meant to be included to show how old they are, hundreds of years old is just... regular for an Elf.

I like to reframe things in a more familiar context to help understand a point better. Elves live, conveniently, a lifespan 10x that of humans in real life. So let's reframe the statement to be about people in real life:
"Human, denizen of the Astral Plane who is possibly decades old".
Does that shock you? Does.it make you think that there is something whacky, weird and magical about the Astral Plane? Or does it make you frown because a large majority of humans are "decades old"? Yet, multiply the age range and the estimated age by 10, and we get Astral Elves, who are supposed to be surreally old. That doesn't make sense because most astral Elves are hundreds of years old. In fact, around 2 in 3 (assuming that life isn't so brutal as to be bringing early deaths to most) would be hundreds of years old just because they're Elves.
I can understand why they did it - the suggested factor is 20d6 years added on to your apparent age to get your real age (from memory of a quick skim the other night, I might be off, but it's roughly the right scale), so at most, you're 120 years older than you appear. Magical for humans and most PC races, a marginal addition to Elves. At most,. you're a century older than you appear, so thousands of years doesn't jive with it (even with the maximum factor, an Elf would at most expect to live about 1,400). Really the problem is the factor. I'd alter the factor to be 1d6x your apparent age instead.
