But a DM may allow it. It certainly wouldn't break anything.
I've allowed a player to make a bonus action unarmed strike for 1 damage. He was fighting an enraged Barbarian so that translated to 0, and he decided to pick up his weapon instead on the next round. If he'd had talons and/or 2-weapon fighting style it could be an effective tactic, however still not harmful to game balance or anything.

I agree. As a DM, I would not allow it, but figured it would turn out as a DM discretion item.
Dual wield Feat, maybe because the claw would be considered improvised weapon with special ability for the d8 damage.
