Is there official ruling that elementals from the Conjure Minor Elementals can use the help action? I know the help action doesn't require the user to be able to attack, but it seems unclear what actions the caster of Conjure Minor Elementals can command their summons to do. Does anyone have a rules post/ any guidance on this?
Well - they're elementals. They aren't good for much other than attacking. Azer are craftsmen, but you can't forge a lot of anything in a minute, and you don't get their skill values or anything. Gargoyles are cool ambushers, but if you want to set up a trap, again you have only one minute to do it. And mephits are, well, mephits.
So .. basically, what they do is attack for you.

Nothing in the spell suggests they can’t, or that they’re limited in their actions. Obviously they’d have to be commanded to do so, and my own general rule with ability / skill checks is that the character has to be trained in the ability (subject to circumstances) but obviously my rules are just that. So, yes, they can use the Help Action I’d say.
Elementals hate being bound to the material plane. The whole time they're here, they're lashing out. You shouldn't expect any chill, and you shouldn't expect any tactics -- they're bulls in a China shop, they're the Incredible Hulk.
That said, there's nothing in the rules that suggests you can't do this.
