If you have a PC that focuses that much on moving fast, I wouldn't be surprised to see them moving fast. *shrug* Could be a really fun character! :)
5 feet faster than wood elf and 10 feet slower than aarakocra, with the added disadvantage of not having a bonus to Dex.
