Prerequisite: Spellcasting Feature or Rune Carver Background
But, what about the Rune Carver, the 3rd lvl Rune Knight feature? Creates a bit of confusion having both named the same thing. When this first came out, I immediately added Rune Shaper feat to my freshly leveled Rune Knight fighter. No conflicts within DDB with adding it but regardless, it would seem that having this as a class or feature should also make one meet the prereqs. Or, am I really gaining access to this feat because I am also a barbarian that can cast a couple of ritual spells?

RAW technically you will need the Rune Carver Background or the spellcasting feature to take the Rune Shaper feat. The subclass feature doesn’t from Rune Knight is neither.

The prerequisite is the background, not a class feature (unless the errata says otherwise?), so despite sharing the name, your class feature is irrelevant.
Unless you have activated the option to remove requirements for feats or similar, then it's just a coding issue with DDB. If you require the background, then you require the background.
