They aren't from any WotC book.
It's entirely possible they aren't from any book on DDB. (Also, "stat blocks" suggests they were built as monsters, not player species.) Googling will probably turn up a source, which may just be "somebody's homebrew".
The good news is that it's not that hard to use the homebrew tools to make species for yourself. (I suggest looking at the homebrew forum. They have extensive FAQs to help.)

Quick google and they seem to be DnD Wiki, which despite sounding like a useful research source for D&D is actually just a big collection of (sometimes broken) homebrew. If you want to play any of them on here you’ll need to homebrew them

Obviously you can use any species and classes, but (off the top of my head) the species with a strong marine theme would be the Sea Elf, Triton and Water Genasi, which are all in Mordenkainen Presents: Monsters of the Multiverse.
As for subclasses, see the earlier posts in this thread. Rogue Swashbuckler, Druid Circle of the Sea (in 2024 PHB), Storm Sorcerer and the Fathomless Warlock would fit. You could also consider the Noble Genie Paladin (Heroes of Faerûn) and the Genie Patron Warlock, choosing Marid-themed options.
You can find someone with a high tier account that has bought the book with the race you want and join their campaign to make your character. People post links on here and Reddit
If you are specifically building a pirate campaign, you might also want to look at Ghosts of Saltmarsh. It is not focused on new races, but it has a lot of useful nautical rules, ships, and adventures that fit the theme really well.
