My friends and I just recently started playing D&D 2 weeks ago together and we're about to finish our first campaign. I want to buy the player's handbook so we can have more content to work with in our next game. I know that the DM can buy content and let the players use the resources during the campaign, but can me as the player allow my DM to use content that I purchased, or will I have to be the DM to make it accessible to everyone? I am also thinking of just buying it on his account because he wants to be the DM and I personally don't want to be the DM.
It doesn't matter who has the PHB, so long as they're in the campaign and content sharing is active. There must also be someone (doesn't matter who) thar has a Master Tier Subscription active in the same campaign. If there is one and content sharing is active, then all books owned by anyone in the campaign are shared.
From a financial point of view it, makes sense to buy it all on one account. That way, any purchases count towards bundles and so you might make some savings. On the other hand, that does put all your eggs in one basket and so you'd better hope that they don't leave the campaign before everyone else.

The person who is sharing it to the campaign needs to buy it.
