If a DM and another player have "master tier" subscription account and both own different books is it possible for all players in a campaign created by the DM on dndbeyond to share rules from both "master tier" accounts for character creation, etc?

There's a big button at the top of the main campaign page to enable or disable, and there's a "Content Management" button next to it to fiddle with who can view what content (so a DM can hide things like monster blocks or the campaign notes of an official adventure).
I am just asking this for my own clarity. If I have the master tier account, and one of my other friends wants to run a game as DM, am I correct that if I have content sharing turned on he can use all the content to create his own maps, npcs, and everything else he would need to run the game without me getting involved setting it up as to not ruin his surprises?
Yes, that's correct. The content sharing option is pretty generous- just needs one person in the campaign with a Master Tier who hasn't maxed out their uses- 3 campaigns at a time- and everything owned by everyone in the campaign is shared. I don't believe the sharer needs to be listed as the campaign's DM.

Like some spells, some magic items, some feats. Even subclasses. Like, for wizards, I only have access to the evoker subclass. Basically, I have to decide what I want and they have to add it. They both say they have shared their content with the campaigns and they seem frustrated by having to constantly do this, as nothing works properly. Are other people having this same problem at all?

So long as one person with master tier turns on content sharing, it shares ALL content owned by whomever is in the campaign.

Check your entitlements
Have them turn sharing off then on again if that doesn't work.
