I am a visually impaired player with light sensitive eyes (photophobia specifically). Often, I like to play Drow because this race has photophobia, although not in general visually impaired otherwise. To reflect this condition, Drow always have disadvantage on perception rolls when the character thelselves or what the character is looking at are in direct sunlight. (Notably Duergar etc have no such issue which is inconsistent.)
I routinely adapt to light sensitivity. I wear dark glasses that fit closely, brimmed hats, and/or cowl-like hoods. Moreover, I will simultaneously use hearing or other senses to supplement what I can see. This admittedly does not entirely eliminate effects of light-sensitivity but it certainly reduces it. Drow characters can't do anything analogous.
It seems to me that perhaps, a Drow without any such thing would have full disadvantage but perhaps a Drow with a brimmed hat or whatever might say take the average of the two dice rounded down. This only works though if in principle a Drow character (and I suggest Duergar and other underdark races too) can have their hood etc. removed. Maybe their could be a spell which specifically tries to remove protective hats. glasses, etc.
