I have two campaigns that are sharing info with me. How do I access this info outside of a campaign to create other characters that are not a part of the campaign?

You can't; shared content can only be added to a character that is in the campaign the content is being shared through.

You can make a character in one campaign and then remove it; it keeps whatever it had at that point, unless you change it.
