If I have paid and pre-ordered the hardcopy, as well as the digital copy, of the new 2024 Players' Handbook, will that immediately and automatically open up all of the race and class options on D&D Beyond for me? or will that not open up until the release date? I want to try and access the Forest Gnome option and it looks like it's still unavailable when I try to create a character. I don't want to buy the 5e digital copy at this point, because it would be a waste of money.
Good question, I suspect all new options and data wont be accessible until the release dates.

This 100%, although now that you mention it having an option to preorder the new books on DDB and getting at least a discounted version of the existing rules thrown in would have been good for new users.
The character builder options won't be available until the book releases. If they're not part of the SRD (and therefore free on DDB), then your options are to buy to 2014e PHB for the old version, wait for September when the 2024e PHB releases for the new one or homebrew it if you know the details for one of them (just don't publish it, it works perfectly fine for your own without publishing it though).
