The campaign setting is limited to a maximum of lvl 3 spells for whatever reason - the higher arts were lost, the magical nexus can't handle it, the land is drained of etherium...whatever. Higher casters can still upcast, but not have any lvl 4+ spells.
1 - Would you play in such a campaign?
2 - What would your reaction be if the BBEG showed up with lvl 4 or higher spells?

I've played a fair bit of E6 - as in, level 6 is Epic, and there are no higher levels. You can still climb, but in other ways (essentially feats, and one option for a feat is to get a higher level spell. Even so, nothing above 3rd spell level is combat castable).
This worked surprisingly well. But then, it was the same for all classes, not just casters.
Anyways, I made it clear from the start that dragons and elves had much more powerful magic - but thankfully, both were extinct. Actually, more like they were old wives tales. And of course, neither was quite completely extinct. Although they never did meet the dragon.

Blanket disclaimer: I only ever state opinion. But I can sound terribly dogmatic - so if you feel I'm trying to tell you what to think, I'm really not, I swear. I'm telling you what I think, that's all.
1. Maybe? I'd have to know you as a DM pretty well and trust you that you could make it interesting. I'm generally averse to random limitations - they're generally hints of bad things to come in my experience - so I'd have to know that how you work to know that you're actually doing something pretty interesting with it rather than just "I feel the need to mess with the system to put my stamp on it". Still, it's not a killer concept, so I could work with it. I just need to trust you. Just...expect.the part to be full of martials, Pallys, etc. I'm probably going Artificer.
2. Wouldn't bother me in principle. I'd expect you to make it quite viable for me to find out why there's a difference, which would be my first instinct. That could be an interesting development if you provide me with a path to then get higher level spells myself. If not...well, it depends on the circumstances.
