I have an idea for a character, he is an adventure that has made it his life's goal to fish at the best fishing spots in all the planes of existence and is determined to fish there no matter what, any suggestions on how I should build this character?
I’d go either a sailor or pirate background, both of which give you proficiency in navigators tools and vehicles: water. (There’s actually a fisher background, but oddly, it doesn’t give you those proficiencies.)
From there, I’d get the survival skill, as that’s what you use to hunt wild game, which is pretty much what fishing is. You could go ranger (Tasha’s variant) which will give you expertise, and eventually a swim speed.
If you're going to be doing plan hopping, as you imply in the OP, horizon walker would be pretty thematic. Or swarmkeeper could work, you could have your swarm made of little bugs or other types of bait, and flavor your fishing as pulling one of them out of the swarm and putting it onto your hook. That's not actually how the swarms work, but it might be cool anyway.
