It's not really an item you give out to players so I'm not sure if you'd need it as it's own inventory item. Even if you do give it out it's not got any actual powers or features of it's own so the custom item covers it fairly well
Unless you’re using it differently, the Tarokka Deck is not something the characters would ever have. It is a really fun tool for the DM to randomize the Curse of Strahd adventure. I would highly recommend getting a physical deck if you’re planning to run that adventure. Even if you’re playing online, you could point your camera at the table while you’re dealing the deck. I’ve run the adventure three times and every time I pulled out the actual deck of cards and started laying them out on the table, the excitement among the group skyrocketed. They could instantly tell what was about to happen was really important and they paid more attention to that 15 minutes than any other moment in the adventure.
Van Richten's Guide lays out the options for players to use a Tarokka deck as the Spiritual Focus for a College of Spirits bard, as well as an option for the Spirit Medium background. The fact it does not exist as an inventory item for players (akin to a holy symbol or musical instrument) is indeed a silly oversight.
Except in the hands of a Vistani, or maybe a ***** elsewhere, it is basically a tarot deck. As such, as a deck of playing cards, it should be an item that players can find, buy, or steal.
In the case of one of my players (a Arcane Trickster rogue, he wanted a Tarokka Deck, and managed to successfully steal Eva's. Eva's Vistani are still looking for that character even though the campaign is officially ended. :)
In addition, with the introduction of the Book of Many Things, the Tarokka Decck should defitiely be something a player can obtain.
There is literally a deck of playing cards item, as has been pointed out before. If you can't stretch your imagination a centimeter to specifically make it a Tarokka Deck, that's not a failing of WotC.

Why is their no Tarokka Deck in D&D Beyond?
I created a custom item, but was wondering why this item is not in D&D Beyond. Especially with The Book of Many Things source book!
