so I haven't used D&D Beyond all that often, only to look at my own character and record things on there. But recently I got the motivation and idea for creating a character. I knew it would be easier to create it on D&D Beyond so I went on the app and started creating one. But I didn't see the artificer class as an option. I'm in a campaign on D&D Beyond as well and another player has a few of artificers they created that's still on there, so I thought it was a bug at first. I tried again on the website just today, and couldn't find it again. I'm not sure if this is something to do with not owning the online versions of books, because I have Tasha's Cauldron of Everything downloaded, or if this was a new update and something happened with it. I'm confused and really would appreciate an explanation, because I don't really check the updates and don't really know how to either, so I'm asking on here if anyone could explain what was happening if they could.
I thought it would be there with legacy toggled on. And in the character you are trying to make in the campaign that the artificer is in? If the character isn’t in the campaign and you don’t own a book that has Artificer then that could be the reason.

This is likely the problem. You need expanded rules on, and you should check your entitlements (user menu->account->licenses), but if you don't own the book, you must be in the campaign where the book is being shared in order to use it.
Also, if you're playing your artificer in a 2024-rules game, there's going to be some work needing doing to give you access to the updated spells.
Because the scope of the revision was the 12 classes in the Player's Handbook with exactly 4 subclasses, along with the other rules systems for update (combat, feats, spells, etc.). Artificer was simply outside the project scope. Plus, it was contingent on magical items from the DMG, which placed it outside the timeline PHB content needed https://omegle****/https://xender.vip/ .
In good news, the class is pretty much usable out-of-the-box in revised 5e, you should only really need to use the spell and magic item updates to get it compliant with the rest.
I'm not clear what your question is. As stated in the thread above you can use Artificer as long as you own Tasha's Cauldron of Everything and in Character Preferences for the Character Builder have "Expanded Rules" clicked on.
How do you even get Tasha’s cauldron of everything? I have expanded rules on, but it does not appear on the class options.
Tasha's Cauldron of Everything is a book that you need to buy if you want to use the content in it. If you don't own it, then the content in it won't show up in the character builder.
If you don't want to buy the actual product for use here on DDB there is a an alternative you can find online if you search for laserllama alternate artificer. You won't be able to build a character on DDB using that or any other 3rd party classes however.

Did you toggle “Expanded Rules” on at the start of the creator? Might need to do that for Artificer now that the ‘24 update is live.
i toggled and untoggled it but still no artificer is showing up

Is there a class similar to an artificer, or can I even add an artificer at all?

In case you do want to purchase the official material you can find it here. https://www.dndbeyond.com/sources/dnd/tcoe
