Using Scrolls 2024?

I'm confused about scrolls in 2024.  

There is now the magic action which states using "magic items" requires a full action.  However this would make reaction and bonus action scrolls useless.   The 2024 DMG refers to the 2024 free rules in the scrolls section where the generic scroll language is copied from 2014 and states the scroll uses the spell's casting time.  

It seems overpowered to be able to use just the spell casting time since you could do an action, bonus action, and reaction scroll on the same turn.  Yet using a "magic action" would make the bonus/reaction scrolls useless.  

Any thoughts?

Yeah, they very deliberately rewrote the spells per turn rules to allow casting two leveled spells per turn via things like features or magic items.

Spell scrolls use the spell's normal casting time. That has not changed in the 2024 rules.

Imagine a thief uses Fast Hand to use a scroll as a bonus action, and the spell on the scroll needs a full action. Does what you say mean that they'll end up using both their action and their bonus action?
