You’re kind of mixing up terms here. They could use it on a spell attack (fire bolt) they can’t use it on a spell that forces a save (fireball) since that is not an “attack” in game terms.

Focused Aim:
When you miss with an attack roll, you can spend 1 to 3 ki points to increase your attack roll by 2 for each of these
ki points you spend, potentially turning the miss into a hit.
The way I interpret this is:
A 7th level monk has 2 attacks per action... He therefore could spend "Focused Aim" ki points (if needed) on each attack to help hit opponent.
As a Bonus Action he uses the "Flurry of Blows" and therefore is able to "attack" 2 more times with each fist. He can then (if needed)
use more "Focused Aim" ki points on each "attack" to hit opponent.
This can all be done on the same turn.
Am I correct?

That's correct. There's no limit on how many times you can use that feature per turn, other than how many Ki Points you have.

Also, Focused Aim can be used when miss with any attack roll regardless of the source.
