I just made a test custom item, gloves of Vampiric Touch. Started just a full custom, I used wonderous for this one, filled out the required * items name description, etc and hit create. The Additional Information section you can set the charges if it has any, any other notes Below that there are Modifiers, Conditions, Spells sections. Selection spells and add the relevant spell or spells.
If it is a spell with an attack modifier it will show up on the attack table on the DDB sheet when it is equipped (and attuned if it requires that). It'll add in all the correct stats for attack. No reason to add an attack modifier to other spells if they don't use it. If it has a set DC you can set it there, or go off the normal casting stat if you leave it blank.
It also shows up on the spell list, which is where any spell without an attack roll would go anyway.
That basically does exactly what you need for an Enspelled item.
They only thing it can't do is an an extra attack bonus from the item only to that spell. And unfortunately there is no way to customize spell attacks. You'd have to create a custom action to do that. (Actions tab, red Manage Custom opens sidebar. Choose spell from the drop down, then click on the Custom Action 1 and edit it. It opens up a bunch of options you can set including attack.

So umm. I'm confused it sounds to me like that's the intention.
If the item of magic item uses a magic action you can instead use a bonus action now.. never mind this comment I messed up an did not use Quote.
