Format screw is apparently when the text of something is deviated from just putting normal text, likely due to some sort of magic. Format screws were (I think) first coined in the SCP foundation community, but thats not too important. What im asking if its ok to put format screw in creations.
Basically I want to create a creation that is some sort of metafiction where its some neutral evil human NPC guy whos aware hes in a game, and actually has some reach into the real world by being able to manipulate DNDBeyond things that mention him. So im planning that at the end of it, it has some sort of fake comment section that glitches out at the end. I want to know if this is allowed.
And I also want to know other things: Is this even an example of format screw? Am I even allowed to have a metafictional homebrew creation? Am I allowed to use format screw thats not related to metafiction?

I think you're crossing the streams so to speak on community lingo. "Format screw" means nothing useful outside of the SCP wiki. (For those curious, a "format screw" just means an article that eschews the wikis standard formatting principles for aesthetic or narrative reasons). As such, your question doesn't really make immediate sense.
If you're asking "Can I ignore how stat blocks are formatted and mess with the formatting to produce something atypical?" the answer depends:
If you're not planning on publishing it and it's only for personal use, sure, who cares?
If you're planning on publishing it, there's a good chance deviating too far from how a stat block is intended to be used could violate the homebrew rules & guidelines (being spammy, suitable only for a personal campaign etc). However, even if you're staying within the guidelines, whether or not you could is less important than whether or not you should. Stat blocks are standardised for a reason; they're not the place for aesthetic expression. It'd be like making a hammer with a rhinestone handle. Sure it may look nice, but if you want people to use it as a hammer, you're gonna have a bad time (well, others will, but you get my point).

Who is gonna use such a character? Such a bespoke concept that is an antithesis to D&D (a game about building immersion rather than breaking) is really something that if a DM wanted to use it, they'd make it themselves.
What you're describing sounds like something really not worth publishing on the site and maybe just keeping for private use. The homebrew section is for sharing rules and creations, not aesthetic or conceptual pieces. It's a library, not a theatre.
