In D&D I was able to buy a Tome of Leadership and Influence off a lich and through sheer dumb luck I was able to get a critical roll on persuasion with a total of a 43 on my roll.
I have a couple questions:
#1 My dm gave me one tome for 30k but it was the last session so we couldnt get the specifics of the transaction down (since we had to leave and we wouldnt be playing together again). Is it fair for me to assume i had the option to buy 2? I dont recall specifying an amount of tomes i wanted to buy only that i was interested in ways to increase my charisma.
#2 Is 30k a fair price? some sources say this is over 50% off while others say its only about 5%. Should I stick with the 30k or reevaluate how much I should have been paying?

I Am a reborn which allows me to add a d6 to any d20 roll i make i have high charisma and proficiency giving me a +8 to charisma i casted ceremony on myself to add another d4 and my friend casted guidance adding another d4 i got a 20 using a luck point and the artificer in my party used flash of genius to give me a +5 (base roll 20+8=28+5=33) with the extra 1d6 and 2d4 caused by spells and racial traits I ended up with an additional 10 to the roll (20+8=28+5=33+10=43) overall it was dumb luck and a stupid amount of modifier that achieved this
#3 Generally speaking on a critical 43 what should the markup of items I sell / the discount on items i buy be? I was thinking of selling off some items to the lich but as I said i have no dm and probably wont for a while so I need to get creative when finding out the result of this transaction. If any of you have an equation to convert a persuasion roll to a price reduction / selling increase I would love to know it
The general guidelines in the Dungeon Master's Guide for magic item pricing would put a Very Rare item like that at about 40,000 gp. Using those guidelines, 30,000 is a discount but not a huge one. However, these are rough guidelines and not necessarily reasonable for all items. It would really be up to a DM to decide.
Which is really also the case for your other questions. If you plan to use this character again, you would want to have a conversation with the new DM about what kind of stuff they feel is appropriate to carry over from a previous campaign. They might feel having access to purchase one of these tomes, let alone 2, would be a bit excessive; it would depend a lot on the kind of setting the new campaign would be taking place in.

As far as pricing and availability goes, it's completely up to the DM. If you don't currently have one, I'd wait. There is no equation that any particular DM is beholden to or using, and I would certainly not expect to make gold on the exchange. The one thing in your favor is that a Lich has the ability to let the book recharge over and over, as a Lich is basically immortal.
In my experience as both a player and a DM, characters from outside campaigns aren't allowed at all. At least since I was in middle school in 1978-1980.

With a +5 Cha, +6 PB, 6 Expertise and a +3 magic item (I'm guessing some contribute to skill checks?), I can eat to +20. Not sure where the last +3 comes from though.

Honestly, this really, really, really comes down to your new DM. They get to make the call. They could be ok with anything. They might demand you start from from L1. They may go for anything in between. Personally, I'd wait until you know who the new DM is, then have a chat with them. They will be able to let you know what they consider reasonable far better than we can.

As a DM, that isn't how I run skill checks at all. There is a DC for a success that must be reached. Depending on what the check is for, I might do degrees of success. For example:
If a party member is trying to get a discount on an item, depending on how they are haggling and what they are asking for, I might set the DC for a moderate discount at 18. If they roll below a 10, the shop keeper might be so insulted by the PC's offer that they refuse to sell them something. on an 11-17 the shop keeper simply stands firm on their price. On an 18-25 the PC gets a reasonable discount (10-15% off). If they go 26+, they get either 25% off, or perhaps a smaller item thrown in (like some healing potions or something). Beyond that, there is no further discount. It doesn't matter if somehow they manage to roll a 99, they still only get the 25% off or maybe some healing potions thrown in. Because Persuasion isn't mind control, and in general people selling things need to see a reasonable return for what they are selling. No shopkeeper is going to give away an expensive item that was 50,000 gold for 5,000 gold just because you asked really, really, really nicely.
