I made a campaign last week and the available list of content I can share is much longer than the list of the campaign I made today. My account hasn't changed, and I don't have players sharing anything, this is just me sharing.
Why would my list of available sources be different in these 2 campaigns made a week apart?
When you turn on content sharing, it shares all the content from everyone in the campaign, not just the DM, and not just the person who turned on content sharing.
This is just from me. When I set up the first campaign I remember going through turning off almost everything, since this was to be a straight 2024 rules game. Now this new campaign my available list is much much shorter.

I should also point out, just for the record, that turning those options off doesn't remove the character options they provide from the character builder. It just prevents the players from reading the text of those books.
Either they changed something without notice again 🙄, or you're going to need to contact customer support and hope they respond in time for your upcoming campaign. Best wishes.

You might check your entitlements and make sure your fully synced up that may affect what your seeing listed.

What book are you expecting to see in that second campaign that isn't there? Who in that second campaign has purchased that book?
Unless someone in that group has purchased it, it won't be available to share.
