Tier 1 is level 1-4, Tier 2 is level 5-10, Tier 3 is level 11-16, and Tier 4 is level 17-20. Afaik there’s no mechanic that specifically checks the level, it just denotes the points where character performance will get a notable boost going by single class leveling.
I understand the big picture of Tier 1 vs Tier 2 etc. Lately i am seeing this description more and more.
Where do i find what actually makes up Tier 1 or Tier 2 etc.? Is this still relevant if you only have access/play 2024, I assume it does?

You can find the tiers described here for the 2024 rules:
