You can save/print the page as a PDF, but it will still look like a Webpage.
If you have a PDF editor, you can then 'wipeout' all areas you don't want, or you can copy/paste into a new document to format as you wish.

No, there isn't.
Honestly, D&D Beyond's homebrew system isn't a particularly good tool for creating homebrew stuff in general. The interface is garbage, it has a lot of weird limitations, and barely any useful documentation. It's only really useful for homebrew stuff that you specifically want to use within D&D Beyond's character builder. If your intent is to make your homebrew thing available via PDF or print, there are much better tools out there for that.
