You know the DM doesn’t need to be the one with the sub, right? There just needs to be someone in the campaign subbed to Master Tier enabling the content sharing and all books owned by everyone with a character in the campaign are shared.
There are benefits to being the subscriber that can't be shared though. Maybe that's the issue.

at this point just better off as a community homebrewing everything into the game so books are no longer needed
Coming from AD&D, I can affirm that both OSRIC and Knights of the All Mind are excellent.
