You can have a DPR that outshines, I believe, all the classes
You go hand crossbow, make the bonus action attack at adv, because of Vex, you would sneak attack, and you go winged boots, because it would give you incredible verability with your ranged attacks
You could also go fire goalith to increase the DPR even further
Is there any other low-level min-max DPR build better than this?

This is fine, but hardly outshines any other build that also attacks with a bonus action, and will get comparatively worse when other classes get an extra attack in 2 levels. Depending on a magic iitem for a build is iffy, but ranged Rogues do not typically have a problem with getting advantage every round via hiding or steady aim nor with avoiding damage off-turn. You also are depending on hitting with the 1st attack to get advantage to gain sneak attack, which means you will get sneak attack at a lesser rate than just hiding or using steady aim (because you need the 1st attack to hit and then the attack at advantage to also hit so in effect you have 2 chances to miss). You would need to spreadsheet it out to figure out the actual DPR. Overall, my recommendation is choose another class if you're after damage, Rogues are best at utility outside of combat.
There isn't any particular reliance on hitting the first time. You can gain Advantage using Hide or Steady Aim or whatever method any Rogue would use. The difference is that if you hit the first time, the second time, you're not relying on being able to Hide or losing your ability to move for the Turn. The Scion of the Three Rogue allows you to teleport and (likely) sneak attack a creature that goes to half HP when it isn't your turn, enabling a second sneak attack in the round.
Then you might want to consider feats like Sentinel or something like Zhentarim Tactics allows you to make an opportunity attack against a creature that hits you, also enabling a sneak attack when it isn't your turn. Zhentraim Tactics requires you to also have Zhentarim Ruffian as an origin feat, so the only way to make it work with Lucky is to be human. Sentinel allows an opportunity attack when a creature attacks someone other than you, so it doesn't conflict with Zhent Tactics, although at lower levels that's an either/or thing rather than and. Feats also don't kick in until level 4, but I am working on the belief that you will get to 4 eventually.
And while Zhentarim Ruffian isn't the best origin feat, it works quite well with a Rogue build trying for opportunity attacks since it allows you to roll damage twice and pick the better of the two. Not reroll and you have to take the second, roll twice and choose the better one.

Both the suggested subclass and the feats I listed all are about getting opportunity attacks (or at least a chance to go on someone else's turn). Since the opportunity attack happens on a different turn, it qualifies for a sneak attack.

The two properties don't affect each other, but a hand crossbow has both, and is subject to both restrictions. This makes it challenging to dual-wield hand crossbows without the Crossbow Expert feat (which eliminates both restrictions).

The Lucky origin feat gives you advantage on demand a number of times per long rest equal to your proficiency bonus.
The Scion of the Three Rogue allows you to teleport and (likely) sneak attack a creature that goes to half HP when it isn't your turn, enabling a second sneak attack in the round.
Then you might want to consider feats like Sentinel or something like Zhentarim Tactics allows you to make an opportunity attack against a creature that hits you, also enabling a sneak attack when it isn't your turn. Zhentraim Tactics requires you to also have Zhentarim Ruffian as an origin feat, so the only way to make it work with Lucky is to be human. Sentinel allows an opportunity attack when a creature attacks someone other than you, so it doesn't conflict with Zhent Tactics, although at lower levels that's an either/or thing rather than and. Feats also don't kick in until level 4, but I am working on the belief that you will get to 4 eventually.
And while Zhentarim Ruffian isn't the best origin feat, it works quite well with a Rogue build trying for opportunity attacks since it allows you to roll damage twice and pick the better of the two. Not reroll and you have to take the second, roll twice and choose the better one.
You really want to boost your damage with a Rogue, you need to be able to make more than one sneak attack in a round. This isn't 100% reliable, so you want multiple ways to make it happen if possible.

Both the suggested subclass and the feats I listed all are about getting opportunity attacks (or at least a chance to go on someone else's turn). Since the opportunity attack happens on a different turn, it qualifies for a sneak attack.
