Assuming you have purchased the sources here on DDB from which the spells originate, you might want to make sure your entitlements are synced by going to Account Settings and Licenses and making sure that it says: "Your entitlements data is in sync! You should have nothing to worry about, but contact our Support Team if you're having problems accessing your purchased content."
When making a cleric, why aren't all the spells available automatically on the character sheet since they are supposed to have the full range?

Clerics prepare a subset of the Cleric spell list when they finish a long rest. You can select those on the "Spells" section of the "Class" tab in the character builder. Only those spells that are actually prepared are shown on the Spells section of the character sheet view.
