Until now the only way to play a Naruto styled hero was to be a Monk or Rogue multiclassing with Druid or Wizard to gain Fire and Water based spells and other "Techniques".But we must change this!!!
What we need:
1. A homebrew half-spellcaster with shinobi abilities.
2. Homebrew spells that reflect Naruto techniques.
A bowl of Ichiraku ramen can be eaten as a Bonus Action.An Ichiraku Ramen bowl belongs to a type from the following list.
Stuffing. When a creature eats this type of Ramen, it's Exaustion levels(if any) are reduced to 0.Also if the creature has the Poisoned, Blinded, Deafened or Paralyzed conditions all those conditions stop on the creature.
Muscle-Enhancing. The creature that eats this type of ramen gains advantage on Strentgh attack rolls for 10 minutes.
Idea-Giving. The creature that eats this type of ramen gains advantage on Intelligence, Charisma and Wisdom attack rolls for 10 minutes.
So, you can either design an entire Shinobi class, which older D&D used to have in the form of the ninja, or do subclasses for monk, which is what a lot of people do when they want to be ninja with what we already have.
Lots of people went with the older Way of Shadow monk for the subterfuge angle, but Naruto isn't as about that. A series of subclasses or a customizable subclass, might be the way to go.

One thing to keep in mind when attempting to make a D&D game based on something like Naruto is that while everyone is called a ninja in it, there's still a lot of different abilities. There's ninjas who specialize in healing, ninjas who specialize in spellcasting, ninjas who don't have any magical ability at all and fight purely with their own strength and so on. This means that while it's normally tempting to just restrict everyone to rogues and monks, in reality you can accommodate pretty much every single class and subclass from D&D into the game as long as you reflavor things.

Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.

4. Some kind of buffing Ramen( Ichiraku).
