Any build of either warlock or wizard could be a Fiendish Summoner type of character, but the full theme of the build doesn't really kick in until level five. You'd start out as just the usual creepy bad guy type. Maybe Pact of the Fiend warlock or a Necromancy wizard, depending of course on whether your table is limited to the published 2024 options or if you're allowed to adapt the full range of 5e options. But any subclass of warlock or wizard would work, since they both get access to a bunch of summoning spells.
For 3rd level spells you've got 'Summon Lesser Demon', 'Summon Shadowspawn', and 'Summon Undead'. For 4th level spells you've got 'Spirit of Death' and 'Summon Greater Demon'. For 5th level spells you've got 'Danse Macabre'. And for 6th level spells you've got 'Summon Fiend'. All these spells are available to both warlocks and wizards. So just pick a subclass of either that appeals to you, take as many of those spells as you can when you reach the necessary levels, and build yourself a nice little gaggle of nasty friends to play with.
The best Devil summoner (for Infernal Calling specifically) and binder is a 10+ Eloquence bard. Due to Silver Tongue and Magical Secrets. My favorite race would probably be Mark of Hospitality Halfling if available for killer pusuasion checks..
The best demon summoner and binder is probably some type of wizard for all the spells available you need.. I tend to think divination to save low Portant rolls for your binding save is probably the best. But Conjuration wizard and Cronurgy wizard are high on my list too. Necromancy if you want to theme as full evil.
A Chain pact fiend warlock has the tools and is super thematically appropriate as a fiend summoner, tho it probably suffers mechanically with the way their spell slots work verses a full caster.
But real dedicated summoners probably are a whole party of casters working together to bind their evil pets. Because planar binding is no joke.

With any 'coloring outside the lines' type of character like this, which doesn't fit in an existing class/subclass box, you can focus on reflavoring things to get where you want to go
Sure, if you play a wizard you can take summon fiend and some fire-damage spells and call it a day, but you can also reflavor catapult to be summoning a minor demon that throws something for you. grease could be the result of a geruzou tumbling by. Etc etc
