There is one other benefit of having a tattoo that may give your DM pause: it can't be removed as easily as taking someone's "dragon totem" or whatever. A simple slight of hand might be enough to remove a wizard's ability to Summon their Dragon Spirit, but if it's a tattoo?
Are you just talking about for flavor? Like you’re a sorcerer or pretty much any class besides wizard and want when you cast the spell to be the tattoo coming to life? Personally, I’d have no problem with that, so long as you followed all the other requirements, had the spell slots, etc. If you’re a wizard, things get a little wonky with your spellbook, but I’d probably be willing to work something out.
This is for a dragon Soc and I would have no issue is he make me have my focuse in addition. I think it would be cool to do it like that.
Obviously, it’s going to be your DM’s call, but as I said, if it’s just flavoring your normal spell as a tattoo coming to life, I can’t see a reason to say no.
I am asking my DM if he will allow a Tattoo be the of a dragon on my body sort of like how Hiei has one for his dragon of the darkness flame.
The question is would you allow it. Personally because I think it would be cool I would say yes as long as you are still paying over the 500g for it.
I spell Goodly.

Unless I'm mistaken, they're trying to have the tattoo be the material component.
Yea. Even if I need a common one so I can not cast naked.
