Sometimes I like to knock people off with the Phantasmal Killer spell, and then cast Speak with Dead on them and ask what they were thinking about when they died....and watch them start screaming again.

I think that's a question for your DM. There isn't really an official rule on whether a severed head on its own would count as "a corpse" for the purposes of something like this.
Nah, you're missing the point of the Spare the Dying cantrip.....if you go a bit far on the torture, you just drag them back from the edge.....the Revivify spell is if you definitely went past the edge.

I think that's a question for your DM. There isn't really an official rule on whether a severed head on its own would count as "a corpse" for the purposes of something like this.
While not a rule per se, there is canonically an NPC in sigil (in the 5e planescape book) who does pretty much this. Has a big collection of skulls of different types of people. I don’t remember their name off the top.
Now, the OP’s character idea is pretty much a giant red flag, but that’s a whole other conversation. And of course, if their DM allows it, more power to them all.

The Spare the Dying cantrip and Revivify spell also work great for interrogation/torture scenarios...just say'in.

Spare the Dying does not work on something that's already dead, though.
