Time is different on different planes, like the Astral. I guess there could be a plane that speeds up time though actually.
Time passes in the Astral Plane and items still recharge. It's just that creatures don't age and don't feel hunger or thirst.
The Feywild kinda? It's less that time passes differently and more when you leave the material plane, how long you spend in the feywild, and when you leave aren't really connected the way they should be. If you spend 24 hours in the Feywild your item will still recharge, you just might go home and it's been 24 years (or 24 seconds)
The only option is the Revamped Artificer, which can use spell slots to recharge a magic item..... but only if the magic item works on charges. You can theoretically extrapolate that rule by ruling any item that has a "once per X" rule to effectively count as having 1 charge.
I was asking because the recharge time on the golden canary figure of wondrous power for dragon form is a year, and I'm not totally sure that the DM would allow that ability to work on a legendary item.
Yeah, that's specifically tooled as a "once or twice in the course of a long campaign" use. Honestly unless you already know your DM well and have a comfortable dynamic, I'd suggest not fishing for extra uses on that- it can be a flag for DMs if a player they don't have a good working relationship with is angling for a big power bump in an already formidable magic item.

I've been looking at the cooldown for things like the figurines of wondrus power and the cooldowns are pretty crazy, any ideas?
