Assuming we're at level 6, you expect caster to NOT pick War Caster for Spell Sniper? Come on...

 War caster isn't that good unless your caster is mixing it up on the front lines. Especially at low levels, you just don't make concentration saves that often, and opportunity attack spells are useless.

Spell sniper at lets you be further from the front line, and it lets you blast enemies if they do get up in your business.

Also, +2 casting stat is probably a more common choice than either of them for your average caster.

 
No because most casters have an odd number for their spellcasting ability when they reach level 4.
