The Federal Deposit Insurance Corporation (FDIC) was a response to the 1920's when banks went crazy with their loans, loaning more money than the banks had assets to back up those loans. When the stock market crashed in 1929 and sucked all the wealth tied up in those crazy loans into a bottomless pit, banks and other financial service businesses also fell into that bottomless pit, most to never see the light of day ever again. Social Security is another safeguard against another bottomless pit opening up. The temples of Waukeen, Deneir, Oghma, Gond and Tyr, would probably oversee banks to make sure things did not get too crazy. This is actually one of the other avenues by which a purportedly benevolent PC or party can inadvertently use their personal power and wealthy to change things in a realm and rub up against established powers the wrong way.
It depends, then, on how the established civil, military and religious authorities, from DM's view point, would see things. A municipality that is dominated by Temples to Chauntea and Lathander (deities of agriculture, life and renewal), would probably see open soup and sandwich kitchens as a wise, righteous and legitimate public operation. A municipality dominated by Temples to Bane, Asmodeus and Shar, would probably see open soup and sandwich kitchens as a sign of massive moral weakness and as a sign that the good aligned municipality can be easily eliminated.
Silverymoon, in the Realms, is one of those good aligned municipality. The entire region of Thay, on the other hand, is definitely not good aligned. It is a region where the undead roam freely, both day and night and where the living exist in constant dread.
