Once on each of your turns when you hit a creature with an attack roll using a weapon or a Beast form’s attack in Wild Shape, you can cause the target to take an extra 1d8 Cold, Fire, Lightning, or Thunder damage (choose when you hit.
Rite of the Blood Moon
As a Bonus Action, you can expend a use of your Wild Shape to adopt the violent savagery of the Blood Moon for 10 minutes. During this time, you gain the following benefits:
Red Resilience. You gain Temporary Hit Points equal to three times your Druid level.
Speed Increased. Your Speed increases by 10 feet, and you can take the Dash action as a Bonus Action.
Violent Strikes. When you hit a creature with a weapon or Unarmed Strike, you can deal an extra 1d6 Necrotic damage to the target.
Does Primal Strike only activate while in wild shape? I can't tell if the "in Wild Shape" is only about the Beast form attack or for weapon attacks as well.
My second question is if the Rite of the Blood Moon is meant to be a stand in for wild shape or if it's an entirely separate ability. If it is separate, does that mean I have to expend 2 uses of Wild Shape and wait for 2 turns before I can do the extra damage of both features?
Third question, if the Rite of the Blood Moon is not Wild Shaping, does that means I can still cast spells while it is active?
This is my first druid time making a druid so I'm sorry if the answers are obvious. I tried to look it up but I had trouble finding answers.

Primal Strike applies to both weapon attacks and to Unarmed Strikes made while in Beast form. The part about weapon attacks is intended to apply when you're not in Beast form, as you're generally not able to make weapon attacks while in Beast form.

Rite of the Blood Moon is a separate ability from Wild Shape. It's an alternative usage for the Wild Shape "charges" that you have. (Most Druid subclasses have something like this.) You could have them both active concurrently, but that would use up two uses of Wild Shape and take two bonus actions to do. And it's unlikely to be a great idea most of the time, since Rite of the Blood Moon seems to be a mainly combat-focused ability, while Wild Shape generally isn't (the Circle of the Moon subclass being an exception).
Third question, if the Rite of the Blood Moon is not Wild Shaping, does that means I can still cast spells while it is active?
Yes. It doesn't say you can't cast spells while it's active, so you can cast spells while it's active. Wild Shape's restriction on casting spells only applies while you're shape-shifted into Beast form; it doesn't apply to alternative uses of your Wild Shape charges.
