There's not really a best or worst rating. It's just essentially likes vs dislikes.

Lowest 9: JoeltheWalrus (#312), Emmber (#12,505) and Dertinus (#20,953).
0 is average. Every positive vote goes up by one and every negative vote goes down by one.

That means it has received 13 more positive votes than negative votes.

It's a standard positive/negative rating system. Plus if it is well-received and minus if it isn't. Simple.
