Wild shapes are beast forms. Dragons aren't beasts, they're dragons, by D&D classification. The only way your druid can turn into a dragon is Shapechange, a 9th level spell. By then, sure, nothing wrong with becoming an adult black dragon.
So I have this Dragonborn druid player that insists on wildshaping into an adult dragon. Dad was one, so yes she could have seen one. But she gets ALL the adult black dragon stats, including 195 HP? It's really annoying, and a bit Op in my opinion.
An adult Dragon is also way above the druid's wildshape CR limit.

CR is too high and I believe (as already stated) dragons are different than "Beasts"/
