Thrown. If a weapon has the thrown property, you can throw the weapon to make a ranged attack. If the weapon is a melee weapon, you use the same ability modifier for that attack roll and damage roll that you would use for a melee attack with the weapon. For example, if you throw a handaxe, you use your Strength, but if you throw a dagger, you can use either your Strength or your Dexterity, since the dagger has the finesse property.
Considering the Net does not have the Finesse property, you must use Strength when throwing it.

My apologies, I have always assumed it was a martial weapon. In this case then no, you would need to use Dexterity, as the property that lets you use either Strength or Dexterity is Finesse while Thrown only allows you to throw the weapon to make a ranged attack with it.
Can you use Strength for a net rather than Dexterity, since it's a thrown weapon?

Ranged weapons (including ammunition weapons like bows and crossbows and thrown weapons like darts and nets) use dexterity.
Melee weapons use strength, even if they are thrown with the thrown property (like handaxes and spears).
Either type of weapon could have finesse, allowing you to use strength or dexterity at your choosing.
