I noticed that the Tactical Maps Reincarnated book was not granted when I purchased the Legendary Bundle, nor is it discounted. I thought everything was supposed to be 15% off now that I pulled the trigger on that large purchase. Of course I also thought it included everything that was currently out. Is this intended or should I contact support?
yep, even though the my sales receipt says it is a sourcebook, they changed the language (IE: terms and conditions) about the Legendary Bundle AFTER it came up and they had to scramble to fix it. But we are told it is all good and not to worry.
I really wish they would change it to "WotC Sourcebook and Adventure Legendary Bundle" now so that when they add 3rd party, we don't have the same issues as they create those separate LB's.
As for the Maps, not really worth it in my opinion, but YMMV.
EDIT: i double checked and it has now been updated in my account as to "Map Pack" after I brought it up with Badeye.
Why not just buy the physical ones if you are just going to print them anyway? I get all the other digital content and find it extremely useful, but this one is a head scratcher for me. To each their own...
Because I now have a digital version that I could use in my virtual TT games as well instead of having to scan them in. Plus I can print, write on them, mess it up, re print all i want. If you buy the physical ones, you have to laminate or something similar, copy/scan/etc and hope you don't misplace your originals. Great concept, just wasn't executed very well. Plus, they want to be able to sell all things WOTC puts out digitally.

It's a fair question. In my case, we use a large television as a game board, so having a digital map i can zoom to 1" squares and display is a big advantage.

It is intended, as the maps are categorised differently from the other products.
That misunderstanding caused a bit of an outcry when it first came out. But the intent behind it is generous not greedy.
There will probably be a map bundle with a similar discount if/when a second map set comes out.
