I'll keep this short its fairly obvious what happens when a Pc becomes a chromatic half dragon it receives the only breath available, But when becoming a metalic half dragon do you get the utility breath as well as the elemental?
The half-dragon template says that the creature gets the appropriate Breath Weapon action, and the metallic dragons' breath weapon options are bundled into one action, so I'd say that yes, they do get both.
