I was playing and when ask about shopping in one of the city and ask if there was +weapon, becouse I was see more and more monter with you needing magice to damage it. One of the other player say that a wapon with a +1 is not magice. but a normal weapon with a +1 next to it and same with armor. Now I have been play D&D back to 3.5 days and see weapon or armor with a + neaxt to it as a magicel item. he say that if it not doing more then that +1 it not magical item. here my question I been playing since 3.5 was out and 5e. has there been some sort of rule chaing or am I missing something here??
Weapons and armor with a +x are magic. A DM can decide that you can get weapons and armor with non-magic bonuses, but many high CR monsters have resistance to non-magic weapons and the game intends for you to be using +x weapons for them.
I have been playing since '77. It is very rare to find a +x weapon that is not magical. Monster design for more powerful monsters works on the assumption that these weapons will be magical, thus "+1 or better to hit" and "hit only by magical or silver weapons".
By the levels where characters are encountering monsters hit only by magic weapons at least some of the party should have such weapons. For he rest there should be opportunities to gain them. This is a design assumption of the game. Character abilities will increase as the difficulty of foes increases.

You're not missing anything. I suggest you ask the other player to check the description of weapon, +1, which states:
