Hello folks! I got an itch to create a Yuan-ti focused campaign with the opportunity to confront Merrshaulk, however there is no Merrshaulk in any source (yet). I homebrewed a alpha version of one and need input for it as the internet nor 5e D&D sources provide much information. However, I'm not confident that publishing a monster titled Merrshaulk to the community will be acceptable, and would rather not be banned. Anybody more jargon-literate than I that could shine some light on the topic would be appreciated.

I can't really offer help on how to build it, but I can offer a word of advice on publishing: you are only really barred from publishing homebrew when they contain material under WotC copyright that is outside the Basic Rules, anything else is free game. Also, if you are going to use this mainly in your campaign, you would not even need to publish it, as you can just use it privately. Should you wish to release it into the world, though, as long as it does not contain anything from published manuals, supplements or adventures you are good to go.

This isn't accurate, it's any material under any copyright outside the SRD (which is more than the basic rules). So you couldn't publish something from Stronghold's and Followers (by Matt Colville, published by MCDM) or the Tal'Dorei campaign guide (by Matt Mercer, Published by Green Ronin)

To further specify, the Homebrew system will tell you straight-away and prevent you from publishing anything containing something published by WoTC, but any copyrighted material is still banned from public sharing.
