There are work arounds, but none of them are official, they're more story and novel elements. I think it's called Epic Level Magic. Given the current state of magic in D&D though, I don't know if the rules of magic are effectively enforced.

Full disclosure: I did not real through the responses. Apologies, but something's coming up in a bit.
I like the idea of Wish, but I've never had the opportunity to encounter it in any campaign so far. From what I've read in the sources and from other players' accounts, it seems like a great opportunity to get creative and still fail spectacularly. ...and that's just like my opinion based on zip 1st hand experience.🤷🏻♂️

14d6 dmg and stuns on failed save (half as much and doesnt stun on successful save) it also explodes the head of anything it kills
effects 10 creatures that you see with in 90ft
only somatic components
only one drawback... cant effect creatures of 2 int or lower, which isnt a big deal.
Psychic Scream is cool, I guess, but it seems like it's mostly for horde battles? But sorcerers also have meteor swarm for horde battles, which does 40d6, even if it doesn't stun. The stunning is a nice effect, but it can be ended with an intelligence save. Rare, but usually creatures with more than 14d6 hit dice also have proficiency in their lower ability saves. So, it's kind of meh. Power word stun is a better option for high level debuffs.
Power Word: Kill. Best spell. Totally. Especially if you have no clue how much HP a monster has.
Seriously, it would be a pretty good spell if you could somehow know when to use it. Especially against those pesky Moon Druids. But its mostly an NPC thing, I feel. Its a great spell for creating tension, or prep work, when fighting a big bad.
For that reason, I think its one of the best spell for a level 17+ enemy spellcaster. Its something you have to watch out for and adds an entirely different tactical consideration to the fight.
Silly idea, but.... "I cast Wish. My wish? "I wish to know the Shapechange spell instead of Wish."
I kind of always found it a bit frustrating that wizard got Illusory Dragon and sorcerers did not. Dragon magic is THE sorcerer thing. And they don't get a dragon spell? It hurts.

Dragon magic isn't the sorcery thing. It's a draconic sorcerer thing. Draconic sorc is one of the weaker classes, pretty much confined to blasting with a tiny bit of social.
You cant go wrong with Wish. Wish can do almost anything, and can pretty much do everything the others can.
Wish is the most creative, most powerful spell a mortal can weild.
Several 9th level casters working together could use Wish to create impregnable barriers of magic, that even dragons can not pass, create entirely new and sentiment races that have never existed before, possibly even create celestial bodies like moons and things.
A single 9th level caster could use Wish to destroy all of Faerûn with a single spell, skiing it under the ocean or causing it to explode in a massive volcanic eruption. They can create almost anything they can imagine such as falling meteorites to replicate meteor storm, they would wish for an enemy to hear a cripplingly piercing scream in their head, that breaks their mind - essentially replicating Psychic Scream. They could replicate mass polymorph by wishing for it to happen and they could simply wish for their enemy to die.
Wish can replicate everything on your list and is able to do so, so much more.
There are lots of reasons why would wouldn't choose Wish but if you want the most powerful caster in the game, Wish is your go to spell.
“You can’t go wrong with wish”
Me remembering the time someone in my party asked for a vorpal sword from a god and it fell from heaven, killing them

It's very frustrating that sorcerer can't access true polymorph or shapechange. As it seems quite on theme.
The dragonborn draconic sorcerer who wants to ascend to dragonhood can't.
But Jimmy the gnome bard who plays the flute sure can somehow?
With Tasha's out, Blade of Disaster is now an option for a Sorcerer's 9th level spell and I think it's a pretty sweet option.
"Meddle not in the affairs of dragons, for thou art crunchy and taste good with ketchup."
Characters for Tenebris Sine Fine
RoughCoronet's Greater Wills
I happen to be playing a kobold sorcerer with this exact goal... I feel sorry for him.

something something not sorcerers of the coast.
I'd rather have true poly, but would totally do this.

Nobody mentions bards...
