Previously, you had to download it as a PDF from WotC. Now it is accessible on DDB (though still not visible in mobile menus).
It is just an official compilation of rules clarifications. Think of it as a rules FAQ.
I can see it in mobile menu, unless by that you meant the app which I haven't checked
