Wizards have a number of known spells that are in their spell books. You start knowing 6 spells and you learn 2 more each time you go up a level. You can’t un-learn spells, but you’ll almost always have more spells in your spell book than you can prepare.

If your DM really wants to stop you from swapping your spells, it is possible to lose your spellbook, leaving you stuck with only the spells you currently have memorized, which you can then write down if you get a new spellbook.

Is it possible to get rid of useless spells and replace them with another spell of its level?
Depending on the class there are various ways to swap out your non-cantrip spells, so which in particular do you need info on?
It depends on which class you're playing as.
Clerics, Druids, Wizards: can change their prepared spells during a long rest
Bards, Sorcerers, Warlocks: can change a spell when they level up
