You can currently manage what compendium content users in your campaign can access (that they don't otherwise own) through the content management option within the campaign.

here's my ideas (which may double down on others above. )
content sharing - official rules - like how content is purchased, make a series of expandable <div> menu options that allow further choices for what types of info is shared. (I realize the risk of a bunch of huge frames in the page, but maybe a 'one at a time' for each book or subsection.) as is now, the content is a simple on-off toggle, but if that could be coupled with an expandable widget button that then creates a box of sub options like how the purchasing options work, that'd be awesome.
content sharing - homebrew - as you've built the menu, create a similar sub-menu for the homebrew options. details etc. are variable. diverging a the 'My HB' v 'All HB' level.
In any eventuality, love the idea of being able to build campaigns that have limited options, and or something more involved than 'adventure/sourcebook' offerings.
Really looking forward to that.
My issue at the moment (hence the thoughts): I had purchased all the character options from SCAG, but cannot share this with other players (even though I have top tier sub) which has made some of running DiA challenging. I wanted to share the character build options from SCAG so my players could use some of the pre-built options from another source. (I entered them in and found what books were used, then tried to share to no avail.) However, even though I have purchased all the backstory and other options for char-build, they could not see or use those options. I had 'All Source Books' shared on and only DiA adventure off.
Would love to see more transparency in choices that are apparent to the users. I easily forget what is shared based on the dual-binary options.
In any case, I look forward to what's next. The initiative tracker is awesome, thank you for that and everything else you guys are doing.

This should have worked for you. Try toggling content sharing on and off and see if that fixes it.

My understanding is that it should work even if you only buy pieces (as long as the “pieces” aren’t the “compendium only” option).
Just not in the character builder. :(
